designer's own words:

DOCKING STATION

The concept is based on the idea of hiking from cabin to cabin in the Norwegian mountains, only carrying a backpack. When you are hiking your backpack consists the personal items you will need to survive the trip, and the cabin provides you with a place to sleep, cook and rest. In this case the backpack equals the cart, and the cabin the docking station, i.e. the shelter.

A place to sleep
A place to be
A place to rest
A place to live
A place to feel safe

Like a shell to creep in.

To further explain the concept, imagine the following scenario: No matter where the users are heading, they will always bring their cart. The docking stations are situated all around the city; wherever the users are going they will always find one. The success-factor is availability.
The key is the cart; having one the docking stations will always be available for them.
The docking station is cast in plastic material that easily can be washed after used and made ready for a new user.
To get access to the docking station the front wheel of the cart is locked in the station. When the cart is locked to the station is also functions as the door.
